나눔문화 확산을 위한 정책과제

Abstract

본 연구는 나눔문화 확산을 위한 정책적 발전을 모색하기 위해 다양한 차원에서 접근하고 있다. 본 보고서는 글로벌 금융위기의 여파로 많은 나라의 재정건전성이 훼손된 시대적 상황에서 우리나라의 나눔문화를 활성화하기 위한 여러 가지 정책과제를 발굴하고, 그 추진방향을 논의하기 위한 연구이다.<br><br>사회가 필요로 하는 공익적 활동은 경제의 규모가 커지고 사회가 다변화되어감에 따라 정부만으로는 사회의 다양한 요구를 충족할 수 없게 되었다. 이와 같은 이유로 일정부분 정부의 역할을 대행하는 민간 비영리분야가 태동하게 되었고, 그 역할이 지속적으로 확대되어 왔다. 작은 정부를 지향하는 최근의 추세를 고려할 때 민간 비영리단체의 역할은 더욱 커질 것으로 예상할 수 있다. <br><br>본 보고서는 우선 우리나라의 나눔에 대한 현황을 다양한 자료를 토대로 분석하고, 주요국의 현황과 비교하여 우리나라 나눔의 현주소를 파악했다. 또한 나눔과 관련된 제도를 분야별로 정리하고 주요국과의 비교를 통해 시사점을 도출하고 있다. 나눔과 관련된 현황 및 제도에 대한 분석을 토대로 나눔문화 확산을 위한 정책과제를 도출하고 있다. <br><br>그리고 나눔문화 확산을 위한 기부금품의 모집절차 및 사용방법에 관한 법제와 그 확산주체에 관한 법제를 분석하고, 개선방향을 제안하였다. 기부를 통한 나눔문화의 확산을 위해서는 크게 두 가지 방향의 법제개선을 생각할 수 있다. 첫째로, 기부금품의 &ldquo;주고 받는 행위&rdquo;규제를 완화하는 방향으로의 법제개선방향이며, 둘째로는 공익활동을 수행하면서 시민으로부터 기부금품, 노력, 지식 등을 수탁 받는 공익법인의 설립에 관한 법제개선방향이다. <br><br>마지막으로 우리나라 자원봉사활동의 현황과 문제점을 지원정책의 관점에서 분석했다. 이를 토대로 자원봉사 활성화를 위한 정책과제를 제시하고, 국가봉사조직 설립의 기본방향 및 모형에 대하여 논의하였다. 나눔문화 확산의 차원에서 자원봉사 활성화를 위한 접근 전략은 ① 자원봉사 활동의 가치를 공유하는 자원봉사 문화의 사회적 지지 확산과 ② 자원 봉사활동의 지원？관리 체계를 고도화하고 전문화하는 것으로 정리할 수 있다. 이와 함께 국가적 차원에서 자원봉사를 활성화하고 효과적인 관리방안을 모색하기 위해 미국 자원봉사 관리？운영조직인 AmeriCorps의 사례를 분석하여 한국적 적용방안에 대해서도 검토하였다.

This research adopts diverse approaches seeking political improvement for proliferation of charitable contribution. After-effects of global financial crisis damaged fiscal soundness of various nations. The paper focuses on new political legislations and discusses ways to vitalize culture of charity.<br><br>Growing economy and constant changes in society lead to a phenomenon that public activities which the society requires cannot fulfill different demands of people. As a result, Non-Governmental Organization (NGO) begins to substitute partial functions of government and NGO&rsquo;s role becomes significant. In consideration of current small-government favored attitude, a bigger role of NGO is anticipated.<br><br>This paper, first of all, ensures current status of South Korea&rsquo;s charitable contribution based on analysis of diverse resources and comparison with other countries. In addition, the research organizes different legal institutions related to charitable contribution by areas. To promote this sharing atmosphere, authors examine legal issues concerned with procedures of collecting donations and usages and suggest improvements.<br><br>For proliferation of sharing culture through a donation or charity, the government can take two different directions in improvement of legislative system. First, legislation could lower regulation on contribution&rsquo;s &ldquo;give and take activity.&rdquo; Another idea is legislative reformation in establishment of Non-profit foundation that receives financial supports and human resources from community members.<br><br>The study also analyzes South Korea&rsquo;s volunteer activity and its setbacks from a perspective of supporting policy. Based on the analysis, new political issues and setting up a role model of the government driven organization are addressed and proposed. Strategies for enlargement of invigorating voluntary works can be classified into two parts: A) spread of social and cultural supports on volunteer services and B) specialization and enhancement of management system in voluntary activities. To find effective manage methods and to promote volunteer services, a plan for case study of AmeriCorps, a U.S. federal government program which organizes and manages volunteer activities, and its applicability in Korean society is conducted
