조세감면의 합리화와 효율적 운용방안 연구

Abstract

조세지원에 대한 모형이 시사하는 바는 외부효과가 있으며, 이를 해소할 수 없는 분야에 조세 및 재정지원을 하여야 한다는 점이다. 또한 외부효과가 있는 경우 정부가 직접 지출 또는 투자하는 것보다 조세지원제도를 활용하는 것이 이론적인 면에서 우수한 반면 치안？국방과 같이 외부효과가 아주 강한 재화에 대해서는 정부의 직접지출이 바람직하다는 것을 보여준다. <br><br>투입산출표를 이용하여 추계한 부가가치세 면세의 조세지출 규모는 2000년 기준으로 약 6.2조원으로 추정되었다. 이는 1995년을 기준으로 추정된 3.2조원의 약 2배 규모로 조세지출 규모가 GDP 경상성장률보다도 더 빠르게 증가하고 있는 것으로 나타났다. 개별재화만을 면세에서 과세로 전환할 경우, 주택소유, 지방 및 중앙정부, 교육기관, 의료 및 보건 등의 조세지출 규모가 큰 것으로 나타나 대부분 공공성이 큰 부문의 조세지출 규모가 큰 것으로 나타났다. <br><br>그리고 조세지원의 효율성을 높이고, 조세지원을 통제하기 위해서는 일몰규정을 강화하며, 조세감면의 사전？사후 통제를 강화하고, 조세지출예산제도를 도입하는 것이 필요하다.

The theoretical models indicate that tax incentives should be given when external effects exist and can&apos;t be eliminated. The models also show that the tax incentive is superior to government direct spending in the correction of the external effects, while government direct spending is preferable to the tax incentives if strong external effects exist as in national defense and security. <br><br>We estimate the change of tax revenue with the input-output table when all VAT exempted goods convert to taxable goods. The foregone revenue is estimated to 3.2 trillion won in 1995 and 6.2 trillion won in 2000, indicating faster growth than GDP. Housing, government service, education, and health and medical service are the major sources of revenue loss when a single good converts from tax exemption to taxable item. <br><br>This paper suggests that reinforcement of existing sunset clauses, strengthening of ex ante and ex post control, and introduction of tax expenditure budget for the reduction and efficiency of tax incentive.<br><br><br><br>,
