지방대학에 대한 재정지원 현황 및 개편방안

Abstract

정부가 지방대학에 대해 특별한 재정지원을 하는 이유는 크게 두 가지로 구분해 볼 수 있다. 하나는 지방대학이 수도권 대학에 비해 특별한 문제를 안고 있어 그 문제를 해결하기 위해서 지방대에 대한 지원이 필요하다는 것이고, 다른 하나는 상대적으로 낙후된 지역경제를 활성화하는 수단으로서 지방대학을 육성할 필요가 있어 특별히 지원하는 것일 것이다. 우리나라의 지방대 재정지원사업을 보면 2003년까지는 전자에 초점을 맞추었고 2004년에 도입된 누리사업은 후자에 초점을 맞춘 것으로 판단된다. <br><br>본 연구에서는 먼저 지방대학이 직면한 문제점을 검토하였다. 그리고 재정지원이 대학에 미친 영향을 검토하고 지방대학의 발전과 지역경제 발전간의 상관관계를 분석하여 앞서 언급한 두 가지 관점에서 지방대학에 대한 재정지원의 필요성을 평가하였다. 그리고 연구의 결론으로서 누리사업으로 대표되는 지방대 재정지원제도의 발전방향을 제시하였다. 지방대 재정지원체계 발전방향을 간략하게 요약하면 다음과 같다.<br><br>누리사업의 효과를 제고하기 위해서는 사업의 목표를 분명히 하고 그 목표와 일관성을 가질 수 있도록 재원배분 권역과 사업단의 규모를 설정해야 한다. 지방대 발전을 통한 지역개발에 초점을 맞추는 경우 사업의 효과성 제고를 위해 권역을 확장하여 광역권역 내에서 소수의 사업단을 선정하고 선정된 사업단에 대해서는 획기적인 규모의 지원을 할 필요가 있다. 사업목표를 어떻게 설정하든 연구지원에 대한 제약은 완화하고 사업단의 중심대학을 4년제 대학으로만 국한하는 제약조건도 완화하여야 한다.

In Korea, economic activities are heavily concentrated in the metropolitan area surrounding Seoul, the capital city. Therefore, the demand for higher education is greater in the capital region than in other regions while there are more supplies in non-capital regions. As a result, the colleges and universities in non-capital regions became to experience shortages of students. <br><br>This book investigates the problems the colleges and universities in non-capital regions are facing and examines efforts of the government to solve these problems. In addition, it analyzes the effects of government support to higher education as well as the relationship between higher education and the development of local economy. This book also contains discussions on the reform of financial supporting system for colleges and universities in non-capital regions.
