Abstract
한 경제 내 구성원인 개인이나 구성원의 가장 기본적인 집합체인 가계의 경제적 처지를 나타낼 때 소득만이 아니라 자산을 포함하는 것이 보다 포괄적인 경제적 능력을 나타내는 지표라고 볼 수 있다. 기존의 연구들은 자산관련 자료의 제약과 부정확성으로 인해 소득과 부를 종합적으로 고려하여 분배의 불평등도를 파악하기 어려웠다.국문요약

본 연구는 부동산 보유세 과세자료를 이용하여 통계청의 가계조사자료상의 가구의 부동산 관련 자산, 특히 주택자산의 소유와 주택자산가액에 대한 정보를 정확한 자료로 대체함으로써 가구의 소득과 주택자산의 결합분포를 분석한다. 이를 위해 2003년도 부동산 보유세 자료인 재산세와 종합토지세 전수자료를 이용하고 이를 2003년 가계조사자료와 통합하였다.

자료통합을 통하여 소득과 부의 결합분포를 분석한 결과의 주요한 내용은 다음과 같다. 첫째, 가구의 경상소득에 주택자산 소유로부터 발생하는 암묵적인 귀속임대소득을 더한 포괄적 소득을 구할 경우, 이에 따른 가구의 소득불평등도는 완화되는 것으로 나타났다. 근로자가구의 경우에는 소득분배의 불평등도가 단순히 경상소득을 이용한 경우보다 심화되는 것으로 나타났으나, 주택소유비율이 높은 자영업자가구나 소득은 적지만 주택을 소유한 노령 가구가 많은 무직가구의 경우에는 불평등도가 완화되는 것으로 나타났다.

둘째, 소득과 주택자산 보유는 가구주 연령별로 서로 다른 특성을 보였는데, 40대 후반의 가구주가 가장 높은 소득을 보유한 반면, 가장 높은 주택자산가액을 소유한 가구주 연령은 50대 후반에서 60대였다. 이는 비록 단년도 횡단면 분석을 통한 결과이기는 하나 장기간에 걸친 소득의 축적이 자산형태로 실현되어 30~40대에 경제활동을 통해 벌어들인 소득의 일부를 저축하여 50대 이후에 보다 높은 가액의 주택자산을 소유하게 된다는 생애소득가설을 간접적으로나마 시사하는 것이다.

셋째, 보유한 주택의 자산가액의 크기는 반드시 가구주의 학력과 일치하지는 않아 대학원졸 이상의 학력을 지닌 가구주 가구의 주택자산가액이 가장 높기는 하였으나, 초등학교와 중학교 졸업자 가구주의 주택자산가액이 고등학교나 전문대졸 가구주 가구의 주택자산가액보다 높게 나타났다.

넷째, 가구별 소득세부담과 실효세부담 수준을 계산한 결과, 자영업자가구의 소득세부담이 근로자가구나 무직가구보다 전반적으로 높으며 이는 저소득분위에서 더 심각한 것으로 나타났다. 또한 귀속임대소득을 포함한 포괄적 소득을 기준으로 할 경우, 소득분위별 세부담의 누진도가 완화되는 것으로 나타났다. 이는 소득은 높지만 보유한 주택자산이 없는 가구도 존재하고 그 반대의 경우도 있어 전반적으로 분배의 불평등도가 완화되는 측면과 낮은 부동산 보유세 부담으로 인해 가구의 주택자산가액의 불평등도를 부동산 보유세를 통해 완화하지 못했기 때문인 것으로 보인다.

본 연구의 분석으로부터 우선 개인 및 가구의 경상소득 및 이를 기반으로 한 종합소득세를 기준으로 가구의 불평등도와 조세의 소득재분배 기능을 분석하던 기존의 논의를 주택자산을 포함한 자산의 불평등도와 주택자산 관련 조세의 소득재분배적 기능까지 고려하여 확장하게 되면 가구의 경제적 처지의 불평등도를 새로운 시각에서 조명할 수 있으며 정부의 조세정책도 보다 종합적으로 설계될 필요가 있음을 알 수 있다.

둘째, 2003년 기준으로 부과된 재산세와 종합토지세는 재분배 기능을 수행하지는 못한 것으로 보인다. 2003년 가구의 부동산 보유세 부담은 주택자산가액 대비 0.098%로 낮은 수준이며, 소득분위별로 볼 때 다소 역진적인 것으로 나타나 포괄적 소득을 기준으로 할 경우 재산세와 종합토지세는 소득재분배기능에는 한계가 있었던 것으로 보인다.

셋째, 가구의 소득과 주택자산 프로파일이 연령별, 가구유형별로 차이가 있다는 점을 고려할 때, 주택의 소유사실에 근거한 주택보유단계에서의 보유세 부담을 증가시키는 보유세 강화정책은 보유세가 경상소득으로 납부해야 하는 납부세액 확보문제(liquidity problem)를 야기하게 됨을 주목할 필요가 있다. 즉, 가구주가 무직자이거나 은퇴기의 고령계층일 경우 총소득은 낮은 수준에 있으면서도 환금성이 떨어지는 주택자산으로 생애저축을 축적한 경우 납세자의 경상소득능력을 감안하지 않는 주택보유세 강화정책은 큰 조세저항을 야기할 수 있다.
The economic position of an individual or a household totally depends on her or her household's wealth as well as her or her household's income. The previous studies could not include households' wealth profile to analyze their inequality of income and redistribution issue throughout tax and transfer due to the limit of available wealth data in Korea. Abstract

We try to include housing wealth data for households using real estate tax raw data to upgrade the distribution and redistribution of income and wealth research in Korea. We merge two data set ; 1) the year 2003 consumption-income profiles, called the Annual Report on the Household Income and Expenditure Survey from Korea National Statistics Office and 2) the year 2003 taxable housing, building, land value and property taxes for all real estates of Korea from Ministry of Government Administration and Home Affairs to analyze the joint distribution of household income and housing wealth. Based on these joint data of household income-housing wealth of about 8,000 households, we analyze how households determine the ownership of houses and the value of owned houses and the relationship between household income, other characteristics and housing wealth.

The main results are ; 1) The inequality of income distri- bution is mitigated when we calculate more comprehensive income including imputed rent. This implies that high income earners do not always own expensive houses and vice versa, though there is a positive correlation between income and housing wealth. We found more than 10% of top 20% income earners belong to bottom 20% of housing wealth group and about 15% of bottom 20% income earner lines in the top 20% housing wealth group. 2) When we compare age profiles for income and housing wealth, we find that the age of most of highest income earners is late 40s. On the contrary, the age of highest housing wealth group is late 50s and early 60s. This imply that people save and accumulate a portion of their incomes during their 30s~40s to buy their houses. When their age reaches 50s, their housing wealth level is relatively high and owns more expensive houses.

3) While the income shares of households are proportional to their heads' education level, the housing wealth shares of households are not exactly proportional to their education level. The value of housing wealth of households whose heads have at least master degree is highest, but the value of housing wealth of households whose heads gradua te elementary or middle school is higher than that of households whose heads graduate high school or college. 4) Based on after-tax Gini and effective tax rates analysis, we found that a self-employed person bears a heavier tax burden than a wage earner. We also found that the progressiveness of tax burden is mitigated when we use comprehensive after-tax income considering imputed rents and property tax rather than common after-tax income.

This paper is important as the first step to analyze the joint distribution of income and (housing) wealth in Korea. Based on these data and basic research, we can show several insights for government tax policy.

First, when we estimate households' income inequality, we may use comprehensive income context including imputed rents and it gives better and comprehensive idea for each household's economic position. For government tax policy, we should consider the progressiveness of property tax as well as income tax as long as we consider property tax as a national tax, not just a local tax.

Second, the levy of property tax and land tax in year 2003 was almost regressive and its role as a redistribution tool of real estates was very limited. If we consider new scheme for property tax in year 2005, we believe the property tax may play a role for redistribution of housing wealth.

Third, We found that there is a difference between income profile and housing wealth profile in terms of tax payers' age and liquidity constraints. Therefore, if we reinforce and increase housing property tax, we need to consider the portfolio of taxpayers' assets and their ability to pay.
