특혜관세제도 확대와 경제적 효과 연구

Abstract

본고는 최빈개도국에 대한 특혜관세 확대문제와 개발도상국에 대한 일반특혜관세제도(GSP) 실시에 대해 분석하였다. 이번 DDA 협상에서 개도국에 대한 관심은 매우 높다. 한편, 현재 우리나라의 위상은 OECD 회원국이면서 World Bank에 의해 고소득으로 분류된 국가들 중 인구규모가 크면서도 GSP를 실시하지 않는 유일한 국가로, 최빈개도국을 포함한 개도국에 대한 특혜관세확대 요구에 사전적인 대비가 필요한 상황이다.<br><br>국제적 흐름, 최빈개도국의 경제적 상황, 그리고 우리나라의 최빈개도국에 대한 교역비중 및 무역수지 흑자규모 등을 종합적으로 고려할 때, 민감한 일부 농산물 등을 제외하면 최빈개도국에 대한 특혜관세를 확대할 여력은 충분하다고 생각된다.<br><br>우리나라가 GSP를 전면 실시할 시기는 DDA 협상으로 관세율 수준이 낮아지고 FTA 체결이 확대된 이후가 적절하다. 인도, 브라질, 중국의 특혜대상국 포함여부에 의해 경제적 효과가 달라지는데, 특히 중국의 영향이 커서 중국에 대해서는 우선적으로 FTA를 추진하거나 혹은 현재 아시아-태평양 무역협정(방콕협정)을 통해 상호간 관세인하 폭을 넓히면서 양국 간 경제적 혜택을 공유하는 것이 필요하다.

Some developed countries maintain special tariff preferences, namely the Generalized System of Preferences (GSP), for imports from developing countries. Korea is granting preferential tariff treatment on imports of 87 products originating in the Least Developed Countries (LDCs). <br><br>This paper examines the economic effects of introduction of GSP program on Korea economy. The results suggest that considering the relationship between international trade and poverty reduction in the LDCs, the poverty situation of the LDCs, total volume of import from LDCs to Korea, Korea may grant preferential tariff treatment on all imports from LDCs except some agricultural products and oil. Korea may starts GSP scheme to developing countries after conclusion of WTO DDA negotiation and a number of FTA, especially the FTA with China.
