A Study on Fiscal Rules in Korea

Abstract

This study investigates fiscal rules, which focus on fiscal consolidation by way of permanently constraining aggregate fiscal targets. Well-known candidates of aggregate fiscal targets are fiscal deficits, a growth rate of expenditure, and government debt. A rule-based fiscal policy is useful to strengthen fiscal discipline, though it temporarily limits government fiscal policy tools to face business cycle. It may be questionable to introduce a rule-based fiscal policy to Korea now since the fiscal sector is sounder than any other economic sector. If we consider several factors threatening fiscal sector soundness, for example, ageing and low fertility problem, it is relevant to study a rule-based fiscal policy now.<br><br><br><br>The composition of this study is as follows; the chapter 2 summarizes a theoretical aspects of fiscal rules, such as, definitions, usefulness, macroeconomic effects, and an empirical literature review. The chapter 3 covers an extensive survey advanced countries&apos; experiences about fiscal rules. The chapter 4 considers an application of fiscal policy rules in Korea. We evaluate a balanced budgeting principle, mid-term expenditure framework, and issues of fiscal rules in case of introduction of fiscal policy rules into Korea. The final chapter closes the report with concluding policy remarks.

본 보고서는 정부의 총량적인 재정목표를 제약함으로써 재정건전화를 최우선 정책운용목표로 하는 재정준칙에 대한 연구를 수행하였다. 재정준칙은 재정수지나 지출증가율 혹은 국가채무에 대한 제약을 두어 일시적으로 정책운용의 폭을 좁히지만 재정규율을 확립하여 중장기적으로 재정건전화에는 도움을 주는 것으로 알려져 있다. 재정부문이 다른 경제부문보다 건실한 것으로 평가받고 있는 우리나라에서 재정이 갖는 또 하나의 중요한 기능인 경기안정화에 대한 정책적 수단을 제약하면서까지 재정준칙을 도입해야 하는지에 대해서는 의구심이 들 수도 있다. 하지만 향후 우리에게 다가올 재정건전화에 대한 위협을 고려한다고 하면 재정이 건전하다고 평가받고 있는 현재 시점에서 논의하는 것이 타당하다고 할 수 있다. <br><br><br><br>본 연구에서는 먼저 제Ⅱ장에서는 재정준칙에 대한 이론적 논의를 정리한다. 여기에서는 재정준칙의 정의, 필요성, 형태별 구분 및 재정이슈별 재정준칙의 효과 및 성과에 대한 이론적 실증적 연구결과를 소개한다. 제Ⅲ장은 이미 재정준칙을 도입하고 있는 많은 선진국들의 운용경험과 실제사례들을 광범위하게 정리하고 있다. 제Ⅳ장은 우리나라의 재정준칙 도입에 대한 분석이다. 여기에서는 그동안 우리나라 재정운용, 정확하게는 예산편성의 원칙이었던 양입제출 원칙과 최근의 중기재정계획의 성과와 한계에 대해 평가하며, 우리나라에서 재정준칙 도입이 될 경우 고려해야 할 사항들을 정리하였다. 마지막으로 제Ⅴ장은 본 보고서를 요약하고 정리한 후 정책적 시사점을 도출한다.
