Abstract
본 연구는 사회서비스 성과관리에 대한 접근방법 정립, 해외사례 조사, 정부간 관계의 세 부분으로 구성되어 있다.



먼저 사회서비스 성과관리를 위한 접근방법으로서 사회서비스의 성과관리모형을 설계할 때의 고려요소로서 다음의 주제를 제기하였다.



첫째, 성과평가 및 분석단위를 어떻게 설정할 것인가의 문제이다. 조직(기관), 개인, 정책, 프로그램, 단위사업, 세부사업 등 다양한 분석 단위 중 어느 것을 선택할 것인가의 결정문제이다.



둘째, 사회서비스 성과평가를 일률적으로 시행해야 하는가의 문제이다. 성과평가를 할 수 없거나 할 필요가 없는 특정 사회서비스의 식별, 서비스 유형별 적합한 성과평가지표의 설계 등과 관

련된 문제이다.



셋째, 성과평가지표의 설계는 무엇을 측정하여 평가할 것인가의 문제이다. 투입지표, 활동지표, 산출지표, 결과지표를 어떻게 설정하며, 사회서비스 유형에 따라 어떤 지표에 역점을 두어야 할 것인가의 문제이다.



그리고 사회서비스 성과관리 모형 설계의 기본원칙으로서 ① 차별성의 원칙, ② 융통성의 원칙, ③ 재량성의 원칙, ④ 단순성의 원칙을 제시하였다. 이는 사회서비스의 특징인 대인서비스의 성격상 서비스의 분할가능성이 있어 개별화가 가능한 성격을 갖는 점을 고려한 원칙이다. 이는 사회서비스 성과관리의 맞춤형 차별적 방식을 도입할 것을 의미하는 것이다.



사회서비스에 대한 성과관리 및 평가를 할 때의 단위는 개별 프로그램(사업)이 적절함을 제시하였다. 사회서비스 프로그램의 이해관계자, 즉 선출직 공무원, 정부기금 관계자, 재단 등의 투자자 등은 프로그램에 관심을 갖고 있기 때문이다. 그런데 프로그램이라고 할 때에도 실제 평가대상은 프로그램 구조(program struture)상 ‘프로그램-단위사업-세부사업’의 특정한 사업단위를 지칭하게 된다.



본 연구에서의 사회서비스 성과평가 모형은 미국 SEA 보고서의 성과평가 모형을 원용하여 제시하였다. 먼저 성과평가를 위해 세 가지 영역인 서비스 노력, 서비스 성과, 서비스 노력 및 성과의 관계로 구분하였다. 서비스 노력에는 재정정보와 비재정정보를 제공한다. 서비스 성과는 산출지표와 결과지표로 측정한다. 산출지표는 주로 내부적인 사업 수행과 관련이 있는 것으로 수혜자나 일반대중에게 전달되는 서비스나 산물을 측정하는 것이다. 결과지표는 주로 사업의 목표나 전략적 목표와 연관성이 있는 지표로 측정한다. 결과지표는 목표달성 측면에서 달성된 결과, 성취 혹은 영향을 측정한다. 서비스 노력 및 성과의 관계로서는 효율성, 효과성, 품질 지표를 제시한다. 효율성과 효과성 지표는 투입 대비 서비스 산출 및 결과의 비율로 측정한다. 품질 지표는 품질 차원의 산출 또는 고객만족도로 측정한다.



사회서비스 프로그램 성과관리에 관한 해외사례로서 상대적으로 장기간의 사회서비스 공급 경험과 그에 따른 체계적인 성과관리제도를 가지고 있는 미국, 호주, 영국 등 주요국을 대상으로 벤치마킹을 실시하였다. 본 연구에서 비교대상으로 삼고 있는 이 국가들은 모두 자유주의 복지국가 유형에 속하는 국가들로, 우리나라의 복지국가 유형과 일치한다고 할 수 있다. 이러한 국가들에서 급여의 대상은 상대적으로 저소득층에 초점이 맞춰져 있으며, 사회서비스 제공에 있어 국가의 역할은 민간부문에 대한 보조금 지급으로 특징지워진다.



우선 미국의 경우를 살펴보면, 미국의 사회서비스 프로그램 성과관리제도에서 가장 특징적인 것은 전략적 기획 측면에서 상당히 체계적이고 구체적인 계획을 수립한다는 점이다. 즉, 사업의 초창기에 사업수행 과정의 참여자들로 하여금 프로그램의 장?단기 목표와 자신의 수행 활동의 연관성을 명확히 인식하도록 만들고 있다. 또한 집행 측면에서 보면, 미국의 사회서비스 프로그램은 최소한의 법적 규제를 그 특징으로 하고 있다.



프로그램의 주요 요소에 대한 설계와 집행 등에 있어 최대한의 재량성을 부여하고 있으며, 이를 통하여 계획서에 명시된 성과목표를 상황에 맞춰 탄력적으로 추진할 수 있도록 하는 특징이 있다. 다음으로 성과평가 측면에서, 미국은 지난 1993년 연방정부 프로그램의 효과성과 책임성을 제고하기 위해 정부성과평가법(Government Performance Results Act, GPRA)을 제정한 이래, 2000년부터는 모든 연방정부 프로그램에 대한 평가시스템인 Program Assessment Rating Tools(PART)을 통해 사회서비스 프로그램에 대한 상위평가를 실시하고 있다.



또한 각 주정부는 이러한 연방정부의 프로그램 평가에 상응하는 자체평가 시스템을 가지고 사회서비스 프로그램에 대한 성과관리를 실시하고 있다. 평가 과정에서의 특징은 사회서비스 프로그램의 성과평가와 예산편성 및 배정의 연계성이 그다지 강하지 않다는 것이다. 이는 기본적으로 미국의 사회서비스가 선별주의에 근거하고 있는 데에서 비롯된 현상으로 이해된다.



한편 호주는 사회서비스에 대한 성과관리가 주로, 제공되는 사회서비스에 대한 품질관리 차원에서 이루어지고 있으며, 그 주된 대상은 사회서비스 제공기관이다. 이는 호주 고유의 사회서비스 제공을 둘러싼 특성에서 비롯되는 것으로 이해된다. 즉, 호주는 연방정부가 현금급여를 직접적으로 담당하고, 대민적 사회서비스는 주정부와 지방정부가 담당하고 있으며, 실제적인 사회서비스 제공은 시장에 크게 의존하고 있는 상태이다. 사회서비스 제공은 이미 오랜 역사적 경험을 통해 정형화되었으며, 그 정형화의 수준은 서비스의 표준 절차, 그에 따른 서비스 비용, 서비스 품질까지 포괄한다. 따라서 사회서비스의 공급은 프로그램 설계 등의 전략적이고 기획적인 활동보다는 단순히 재정지원의 흐름을 원활하게 만들고 서비스의 품질을 제고하는 방향으로 그 초점이 맞춰져 있는 것이다. 즉, 호주에서 서비스 품질을 중심으로 한 성과관리제도가 발전된 것은 시장 중심의 전달체계가 가지는 특징 중의 하나라고 할 수 있다.



서비스 품질관리는 주로 서비스의 실제 공급을 담당하는 제공기관들에 대한 인증제도를 통해 구축되어 있다. 사회서비스 품질 평가와 관련된 모니터링은 서비스 영역별로 준정부기관인 개별 인증기구에 의해서 이루어지고 있다. 예를 들어, 노인관련 서비스는 노인서비스 표준 및 인증기관(Aged Care Standard and Accreditation Agency)에서 관리하고 있고, 아동관련 서비스는 국가 아동보호 인증협의회(National Childcare Accreditation Council)에서 실시하고 있다. 품질관리를 위한 심사절차는 크게 3단계로 구성되어 있다. 우선 해당 제공기관의 자체평가를 먼저 실시한 이후에 그 결과를 인증기관에 제출함으로써 서류심사가 진행된다. 다음으로 인증기관의 품질평가관은 기관의 자체평가 결과 보고서를 심사하여 현장실사 여부를 결정하게 된다. 마지막으로 현장실사가 결정되면, 일반적으로 평가관 3명이 한 팀이 되어 해당 제공기관에 방문하여 현장실사를 실시한다.



마지막으로, 영국은 호주와 마찬가지로 사회서비스에 대한 성과관리활동을, 제공되는 서비스의 품질관리를 중심으로 전개하고 있다. 영국의 사회서비스 전달체계는 적극적으로 시장의 참여를 유도하고 있으며, 이 과정에서 정부의 역할은 재원의 원활한 흐름을 확보하는 것과 소비자들이 자신의 선호에 맞는 양질의 서비스를 선택할 수 있도록 제공기관을 관리하고 제공되는 서비스의 품질을 관리하는 것이다.



영국 사회서비스의 특징은 유사시장 방식에 의해서 사회서비스를 공급하고 관리하는 것이지만, 사회서비스에서 단순한 시장방식의 접근은 서비스 질을 저하시킬 수 있으므로, 이런 위험을 견제하기 위해 섬세하고 엄격한 서비스 품질관리 체계를 구축하여 운영하고 있다. 제도적으로는 지난 2000년에 국가 사회보호서비스 표준법(Care Standards Act)을 제정하여, 사회서비스 제공기관의 의무등록과 강제적용을 법제화한 국가최소품질표준(national minimum standard)의 적용, 국가 차원의 사회서비스 평가관리기구인 사회보호서비스 심사위원회(Commission for Social Care Inspection, CSCI), 사회보호위원회(General Social Care Commission), 사회보호발전연구소(Social Care Institute for Excellence) 등의 설립근거를 마련하였다. 현재 영국의 사회서비스 제공기관은 CSCI에 등록해야 하고, 국가최소품질표준 준수 여부와 같은 지속적인 평가를 연 2회 정기적으로 받는다. CSCI는 상시 심사프로그램을 통해 총 40,000여개의 사회서비스 공급기관들에 대한 정밀심사를 실시하고 있다.



결론적으로, 사회서비스에 대한 성과관리활동은 각 국가에서 사회서비스의 성격과 전달체계, 재원체계 등이 어떻게 구성되어 있느냐에 따라 편차를 보여주고 있다. 예를 들어, 사회서비스의 성격을 보편적 서비스로 규정할 경우 보다 엄격한 성과관리제도가 정립될 수 있는 반면에, 선별적 서비스로 규정할 경우 성과관리제도보다는 품질관리제도로 그 초점이 맞춰짐을 알 수 있다. 한편, 전달체계 측면에서 공공부문에 비해 민간부문에 크게 의존하는 국가일수록 사회서비스 성과관리에 관한 개념이 상대적으로 약해짐을 알 수 있다.



사회서비스 성과관리와 정부간 관계를 보면 시민들의 생활이 다양한 만큼 사회서비스에서는 지역별·계층별로 다양하게 접근되는 분권화 가치가 강조된다. 이에 따라 정부간 복지재정 관계의 새로운 틀이 필요하다. 전통적으로 복지재정의 분권은 작은 정부론과 연계되면서 비판적으로 인식되었다. 하지만 결과지향적 성과관리의 틀에서 설계되었던 정부간 복지계약주의는 복지재정 축소보다는 프로그램 관리의 성과 자체에 초점을 맞추는 새로운 시도이다.



최근 중앙정부 주도의 사회복지 지출이 급속히 증대되었다. 그런데 보건복지부 일반회계 예산의 69.1%는 국고보조사업이며 173개 성과지표 가운데 2/3 정도는 보조금을 통해 관리되는 것이다. 새롭게 공급되는 복지정책들은 사회서비스 분야의 사업들이 많다. 하지만 정부간 사회서비스 재정관계에 대한 접근은 미흡한 편이다. 결과지향적인 사회서비스 정책의 성과관리를 위해서는 광역 중심의 포괄보조프로그램을 설계하고 중앙과 지방이 정책의 성과책임을 공유하는 거버넌스체계를 구축해야 한다.
This study is composed of three parts, such as approaches for performance management of social services, cases of the advanced countries, and intergovernmental relationship for social service performance management.

This study explores issues on performance management model for social services. The issues provided are as follows. First, what should be chosen as the unit of performance evaluation and analysis? Among organization, individual, policy, and program, program is considered to be appropriate as the unit of performance evaluation. Second, how should the indicators for performance evaluation be designed when considering the categories of social services? Third, which indicators should be chosen for input, activity, output, and outcome? And what indicators should be emphasized?

This study suggests four principles to design the performance management model for social services. Those are principles of differentiation, flexibility, discretion, and simplicity. These principles reflect the characteristics of social services such as non-rivalry and divisibility of personal services.

The performance management model for social services is based on that of Service Efforts and Accomplishments proposed by GASB in USA. The model is consisted of three parts, or service efforts, service performance, and the relationship between service efforts and its performance.



Recently, Korea has experienced a dramatic increase in demand for social services due to the demographic and social changes such as aging, increased work participation rate of women, and the changes in family structure. However, the Korea government has not paid its attention to performance management of social service provision while focusing only on the increasement of social service supply. Thus, to provide insights into performance management system of social services, this chapter investigates the performance management system of social service provision in major OECD countries: US, Australia, and UK.

These countries has a long tradition of social service provision and show a systematic performance management. They are all liberal welfare states, which focus low-middle incomer as target group and limit their roles on subsidizing not-for-profit or profit providers in service provision. These characteristics are corresponding to those of Korea making the benchmarking more suitable.

First, in case of US, the most distinguished characteristic of performance management system of social service provision lies in strategic planning stage. In the US, strategic planning stage is much emphasized than other phases of performance management process. In planning stage, the government urges every implementers and providers to align their activities onto the long- and short-term program goals. Also, in implementation stage, the US system requires minimum legal regulation, while providing as large discretion as possible in designing and implementing social service programs. Through this discretion, they want to ensure enough flexibility of program implementation into the changing implementing environment. In terms of performance evaluation, the US system is based on the two pillars: Government Performance Results Act (GPRA) in 1993 and Program Assessment Rating Tools (PART). The federal government evaluates state social service programs and, sequentially, state government has its own evaluation system corresponding to that of the federal government. One characteristic of program evaluation is a weak linkage between performance evaluation and budgeting process. We interpret this phenomenon for being based on the selectivism of social services of the US system.

Second, in case of Australia, performance management of social services focuses on service quality provided by mainly profit service providers. Australia has a long tradition of providing social services with distinct responsibilities among the federal and local governments, and the market. The federal government takes charge of cash benefit and state and local governments provide social services for the general public. One characteristic of Australian social service provision is in the heavy reliance on the markets such as private or for-profit organizations or institutions as service providers. The service provision is already standardized and the content of standardization includes service procedures, service costs, and service quality. Thus, the service provision does not focus on the strategic planning but on fluent flow of subsidy and enhancement of service quality.

The management of service quality in Australia is conducted by accreditation system. Several quasi-governmental accreditation organizations are in charge of service quality evaluation and monitoring by service areas. For example, Aged Care Standard and Accreditation Agency (ACSAA) manages the quality of the olderly services, while National Childcare Accreditation Council (NCAC) takes a responsibility in managing the quality of childcare services. In general, quality management consists of 3 different steps. First, each provider conducets self-evalustion and submit the report to the relevant accreditation organization. In the second step, the accreditation organization reviews the report and decides the implementation of spot review. Once the spot review is decided, one team with 3 members visits provider to conduct spot review.

Finally, the UK has a very similar system to that of Australia in that the UK emphasizes service quality management rather than performance management. The delivery system of social services in the UK is mainly leaded by the market, and the role of government is limited to the provision of subsidy to the market and the enhancement of service quality to the customers.

One characteristic of the UK social service provision lies in the rigorous quality management. To this goal, the UK adopted a detailed system of service quality management. In 2000, the UK enacted Care Standards Act, which clarifies obligatory registration of all social service provides, the application of national minimum standard, the installment of several service quality management institutions like Commission for Social Care Inspection (CSCI), General Social Care Commission (GSCC), and Social Care Institute for Excellence (SCIE). Currently all service providers in the UK should register in CSCI and have to take 2 obligatory quality review annually. CSCI conducts a detailed review of service quality over 40,000 providers annually.

In conclusion, performance management of social service provisions shows a wide deviation depending on the characteristic of social services in nation, and the delivery system and finance system. For example, social services are provided universally in a nation, there is a tendency that performance management is emphasized. On the other hand, if services are provided partially based on selectivism, then a country tends to emphasize quality management rather than performance management. Also, a country with private delivery system comparing to that with public system tends to have a weak notion of performance management.



In social welfare policy area, traditionally, centralized policy governance has been established. However, decentralization approach is important in social service policy, considering the diversities of everyday citizen's life. New framework is required in governmental fiscal relations for social service policy.

According to new classical economics, especially public choice theory, decentralization policy was propelled to reduce federal welfare expenditures. But new public management has focused to result-oriented performance and responsibility with welfare contractualism in government fiscal relationship.

Recently, Korean government has enlarged social service expenditure with central governmental initiatives. In the 2009 general account budget of Minister of Health and Welfare (MHW), 61.9 percent of budget was implemented through central subsidy programs and two-third performance indexes were managed by categorical subsidy to local government. However, MHW has not alternative approaches of intergovernmental fiscal welfare relation.

For result-oriented social service policy, two policy tools are required; such as, social service block grant program managed by regional level government and new policy governance sharing the performance responsibility between central and local government.
