지방자치단체 純재정편익과 지역간 균형발전에 관한 연구

Abstract

재정분권과 국가균형발전은 신정부에서 추진하고 있는 중요한 개혁과제이다. 본고에서는 재정분권과 지역균형발전의 연계성을 이론적, 실증적 관점에서 밝히고, 양 정책을 상호 보완적으로 추진할 수 있는 방안을 제시하였다. 특히 우리나라 대도시의 공공부문은 막대한 규모의 순재정편익을 유발하고 있으며 이 점이 수도권으로의 인구 집중을 유발하는 중요한 요인으로 작동하고 있다. 이는 일본, 영국, 스페인 등과는 달리 우리나라 대도시들이 교육서비스, 경찰서비스, 복지정책 등에 대한 책임을 지지 않고, 결과적으로 세출부담이 인구와 비례하지 않기 때문이다. 따라서 양 정책의 일관성과 지역간 인적？물적 자원의 효율적 배치를 위해서는 지방자치단체의 세출부담과 재정력의 연계성을 한층 강화하는 것이 필요하다. 현재처럼 한편으로 단순한 재원이양이 강조되고, 또 한편으로 국가균형발전정책의 시장 개입적 성격이 강화되면, 자원낭비뿐만 아니라 지역간 격차도 더 심화될 것이다.

Fiscal decentralization and balanced regional development are major reform policies currently undergoing in Korea. The nature of the policies, however, is not clearly understood in the political debate, and sometimes even in the academic debate: the main question is whether fiscal decentralization and balanced regional development can go together. In this paper, it is argued that the design of expenditure assignment in Korea is such that it offers a great incentive for fiscally induced in-migration into a large city such as Seoul. This is because, unlike other countries such as Japan, United Kingdom, and Spain that are surveyed in this paper, local governments in Korea do not provide important publicly provided private goods such as education, police, and welfare programs. For the consistency and success of the two policies, we need to strengthen the link between the fiscal capacity and expenditure responsibilities of local governments. If we focus on transfer of fiscal resources on the one hand, and pursue market-intervening balanced regional development policies on the other hand, we will end up with having less efficient local public finance system with more regional disparity.<br><br>,
